This assumes there's only two columns in dbo.TABLETWO - you need to specify the columns otherwise:

INSERT INTO dbo.TABLETWO
  (col1, col2)
SELECT col1, col2
  FROM dbo.TABLEONE
 WHERE col3 LIKE @search_key
